General note

From February, 1994, the recruitment of members to SAP was quite brisk and among the volunteers were many legal professionals. Active sub-groups changed during the first 6 months, but there was always a Legal Group and Christine Hunt was the first Convenor.

During April - September, 1994, the main activities were to discuss and draft papers relating to the SAP incorporation and to mount a challenge to the Victorian Government's refusal to conduct an Environmental Effects Study on the Albert Park Reserve as the site for Formula 1 racing. Papers relating to both these activities were presented to the earliest formal meeting of the SAP Council in 1994. Documents show that during this time, legal opinion was also sought on proposed SAP publications and on proposed SAP 'Actions'. No formal meeting papers appear to exist from April - October, 1994.

On 8 November, 1994, a meeting was scheduled for a SAP Legal Team involving the St.Kilda and the South Melbourne/Port Melbourne Legal Services. The advertisement for the meeting invited "all those arrested...to attend for legal queries...every 2nd Tuesday..." Simon Northeast from the Fitzroy Legal Service issued the 'Notice of Meeting'. The group was referred to as the New Legal Group in subsequent documents. The first Minutes 'Notice of Meeting' are dated 15 December, 1994, listing the convenor as Margaret Gillespie and the Council representative as Simon Northeast.
