Definition of Oakum: 1. The coarse part of the flax separated in hackling; hards, tow. OE only. 2. Loose fibre, obtained by untwisting and picking old rope; used esp. in caulking ships’ seams etc. The picking of oakum was formerly a common employment of convicts and inmates of workhouses. (OED)
